ISO 17743 Definition of a Valid Methodological Framework for Calculating and Reporting Energy Savings

The ISO 17743 standard, developed by the International Organization for Standardization (ISO), establishes a valid methodological framework for calculating and reporting energy savings from current (implemented) and forward-looking measures and actions for energy conservation.

This framework standard will also be applied to other standards in the field of determination of energy savings. This International Standard addresses the following in the context of energy conservation:

  • Terminology
  • Definition of system boundaries
  • Principles for determining a baseline
  • Principles for statistical indicator-based methods
  • Data used
  • Reporting principles

The development of methodology for measuring and verifying energy savings is not within the scope of this International Standard. The methodology for creating scenarios for future energy saving measures and actions is not covered by this International Standard.

This International Standard aims to provide the standards used to determine energy savings covering regions, cities, organizations and projects. This International Standard provides a framework for standards developed by ISO/TC 257 that includes definitions and types of information used to evaluate energy savings to ensure consistency.

The choice of method for calculating and reporting energy savings should be appropriate to the intended use of the results. There are three main methods:

  • Statistical indicator-based method
  • Measurement-based method, including EPIA-based methods
  • Total consumption based method

The statistical indicator-based method starts with indicators that relate energy consumption to a relevant variable (drive). The change in this efficiency indicator is multiplied by the value of the relevant variable (driver) and used in the savings calculation.

The measurement-based method, including EPIA-based methods, aggregates the energy savings calculated for each EPIA or other measure implemented.

The total consumption-based method starts from the change in energy consumption measured between the base period and the reporting period.

This framework standard introduces the basic concepts for calculating energy savings. Energy savings will be determined as the difference in energy consumption before and after or with and without the energy performance improvement action(s). The energy savings depend on the system limit considered. If an energy performance improvement action results in an increase in energy consumption, the energy savings are negative.

End-user actions can be the result of facilitating measures, but can also be caused by other factors such as high energy prices, autonomous progress, market forces or non-energy government policy. Indicator values ​​include the effect of all relevant facilitating measures. However, indicators can only show their combined effects.

In the case of facilitating measures, the energy savings will be obtained from the effect of the warned end-user actions (eg, for energy audits, end-user actions to implement the energy saving measures specified in the audit report). These energy savings can be directly calculated and may or may not be linked to one or more facilitating measures.

For organizations or projects, the change in statistical indicators can be used to calculate energy savings and also direct measurements in the considered system can be used.
