Authorities also take into account certain performance requirements that are considered essential by aircraft and ground support equipment (GSE) manufacturers, as well as airlines and handling agents.

This standard does not address the hazards of air conditioning machines, but equipment for specific applications of machines, such as aircraft ground support equipment. This standard applies to all types of mobile air-conditioning equipment with evaporators to cool, heat and ventilate the interior of civil aircraft from the outside.

It also applies to air-conditioning units and accessories, e.g. hoses, couplers, mounted on the moving parts of passenger boarding bridges or the moving parts of fixed central air conditioning equipment, whether mounted on the passenger boarding bridge or integrated into the ramp.

Minimum basic criteria are considered of primary importance in providing safe, serviceable, economical and practical air conditioning equipment. Deviations from the proposed criteria should only occur after careful consideration, extensive testing, risk assessment and comprehensive service evaluation have shown that alternative methods or conditions are satisfactory.

This standard does not establish requirements for noise and vibration. Noise and vibration are covered in EN 1915-4 and EN 1915-3, respectively.

This standard does not address traffic related hazards on a standard automotive chassis and apron. This part of EN 12312 does not apply to air conditioning equipment manufactured before the date of publication of this standard by CEN.
