For example, it may be permissible to have a requirement in the performance engine specification that requires the engine to operate with certain substances that meet detailed specifications, such as lubricating oil or fuel.
The requirement that the engine be able to run on a particular type of fuel is an operational interface requirement and does not dictate the specific design of the engine. However, in a performance specification, requiring the engine to be made of certain materials or to conform to the detail specifications of various engine components is not permitted, as such requirements would require specific design solutions rather than specify expected performance.
