ECE R17 Motor Vehicles Approval for Seats, Attachments and Headrests

ECE R17 test regulation regulates the principles for the approval of seats, anchors and any headrests of vehicles. This legal regulation covers the design of the seats of certain categories of vehicles, the strength of the anchors, the head restraints and the rear parts of the backrests, and the design of the devices designed to protect the passengers from these hazards.

Side or rear-facing seats and head restraints fitted to these seats are excluded from this regulation. In this respect, the application for approval of a vehicle type is made by the company that produced the vehicle or its duly approved representative.

A detailed description of the vehicle type and, if applicable, a detailed description and drawings of the partitioning system with regard to the design, anchorage and adjustment, displacement and locking systems of the seats at the time of application, as well as the seats, the anchors in the vehicle and the adjustment, displacement and locking systems of the seats at an appropriate scale and in sufficient detail drawings must be submitted.

If the vehicle has a seat with a detachable head restraint, in particular the nature of the padding should be described in detail, and the location, type of support and fittings for mounting the headrest on the seat should be described in detail.

Approval of the vehicle type is granted if the vehicle submitted for approval pursuant to this Regulation meets the relevant requirements (seats with headrests or can be equipped with headrests).

Each approved type will be given an approval number. Its first two digits (currently 08 corresponds to the set of amendments) will indicate the set of amendments containing the most recent major technical changes to the Regulation at the time of approval. The same Contracting Party may not assign the same number to the same vehicle type equipped with other types of seats or head restraints, or to seats that are differently fixed to the vehicle (this applies to seats with and without head restraints) or to another vehicle type.

Notification of approval or extension or refusal of approval of a vehicle type pursuant to this Regulation shall be communicated to the parties of the agreement implementing this regulation through a form suitable for the model attached to this regulation.
