FMVSS 141 Minimum Sound Requirements Test Standard for Hybrid and Electric Vehicles

To reduce the risk of pedestrian collisions, particularly for the blind and visually impaired, and to fulfill the mandate in the Pedestrian Safety Improvement Act (PSEA) of 2010, FMVSS 141 sets minimum sound requirements for hybrid and electric vehicles. The standard requires certain hybrid and electric vehicles to produce sounds that meet the performance requirements of the standard: hybrid and electric low-speed vehicles (LSVs); Includes hybrid and electric vehicles, passenger cars, multi-purpose passenger cars, trucks, buses, with a gross vehicle weight rating (GVWR) of 4.536 kg or less.

For the purposes of this standard, hybrid vehicles include only hybrid vehicles capable of moving in any forward or reverse gear without starting the vehicle's internal combustion engine.

Applicable vehicles must meet certain audible alert requirements for detection and guidance during critical operating scenarios including: steady, reverse and steady speeds up to 30 km/h. Applicable vehicles must also meet the relative volume change requirements, meaning vehicle acceleration and deceleration. In addition, any two vehicles of the same make, model, model year, body size and trim level must use the same pedestrian warning system and sound under the same test conditions.

Accordingly, OVSC laboratory testing procedures include revisions to comply with government directives in the use of the metric system. Regulatory standards converted to metric units are required to use metric measurements in testing procedures, while standards using English units are allowed to use English measurements or use English measurements with metric equivalents in parentheses.

All final compliance test reports must include metric measurements for standards that use metric measurement.
