This Sandart is provided by the National Highway Traffic Safety Administration (NHTSA), the Office of Vehicle Safety Compliance (OVSC) to provide uniform testing procedures and recommendations for contract testing laboratories on the use of certain equipment.

FMVSS 206 Test Standard for Door Locks, Door Handles, and Sliding Side Doors

It includes requirements based on test procedures specified in the Federal Motor Vehicle Safety Standards (FMVSS) and applicable safety regulations.

FMVSS 206 sets minimum performance requirements for motor vehicle door locks and door retaining components. The purpose of Standard 206 is to minimize the possibility of occupants being ejected from the vehicle upon impact. The standard applies to all side and rear doors on passenger cars, multi-purpose passenger cars and trucks and buses with a gross vehicle weight of 4,536 kg or less, which open directly into a compartment with one or more seats. The standard does not apply to folding doors, removable doors, bus doors that are used for emergency exit purposes only and labeled accordingly, and bus doors to accommodate a permanently attached wheelchair lift system when the device is in the retracted position. The elevator platform retracts into a vertical orientation parallel and close to the inside surface of the elevator door, in which the platform completely covers the door opening, has vehicle-fixed attachments, and provides a barricade to the door. The bus wheelchair lift door must be connected to an alarm system consisting of a visible flashing signal in the driver's compartment or a driver audible alarm that is activated when the door is not fully closed and the vehicle ignition is activated.

The Contractor shall provide appropriate security measures to protect OVSC test tools and Government Furniture (GFP) from unauthorized personnel throughout the entire conformity testing program. The contractor is financially responsible for any GFP. Security issues that arise will be reported by phone to the Industrial Property Manager (IPM), Purchasing Management Office, within two business days of the incident. A letter containing specific details of the security issue should be sent to IPM within 48 hours.

The contractor must protect and separate data that develops from conformity tests before and after each vehicle test. No information regarding the vehicle safety compliance testing program will be disclosed to anyone pending from COTR, unless specifically authorized by COTR or COTR's Section Chief.

Before the contractor initiates the vehicle safety conformity testing program, a test instrumentation calibration system must be implemented and maintained in accordance with established calibration practices.
