EN 17128 Light Motor Vehicles Used to Transport People - Goods and Not Type Approved for Road Use - Personal Light Electric Vehicles (PLEV)

This standard applies to light personal electric vehicles, with or without self-balancing system, fully or partially electrically powered from self-contained power sources, except for vehicles intended for rental from an unattended station.

This standard applies to light personal electric vehicles with or without self-balancing system, fully or partially powered by independent power supplies with battery voltages up to 240 VDC, with or without integrated battery charger up to 100 VAC input.

This standard specifies safety requirements, test methods, marking and information for personal light electric vehicles to reduce the risk of injury to both third parties and the user when used during its intended use, i.e. as intended and under reasonably foreseeable misuse.

This standard does not apply to:

• Vehicles considered as toys;
• Vehicles without a self-balancing system with seats;
• vehicles for competition;
• Electrically powered assisted cycles (EPAC);
• Tools or devices intended to be used for medical care;
• Electric vehicles with a maximum design speed of more than 25 km/h;
• Vehicles with a rated voltage greater than 100 VDC or 240 VAC;
• Vehicles without a resident driving operator.
