In the United States (USA), the Federal Motor Vehicle Safety Standards (FMVSS) specify mandatory minimum safety requirements for the design, construction, performance, and durability of vehicles, as well as for regulated automobile safety-related components, systems, and design features. FMVSS standards aim to protect the public by minimizing vehicle accidents, injuries and deaths.
These federal vehicle standards are the US equivalent of the UN Regulations developed by the World Forum for the Harmonization of Vehicle Regulations and recognized to varying degrees by most non-US countries. The National Highway Traffic Safety Administration (NHSTA) is the federal government agency that issues and enforces FMVSS for motor vehicles and regulated parts manufactured domestically or imported into the United States. OEMs and component manufacturers face the challenge of demonstrating vehicle safety compliance with FMVSS regulations if they want to sell their vehicles and components on the US market.
The Vehicle Safety Act requires motor vehicles and regulated motor vehicle equipment manufactured for sale in the United States to be certified to all applicable FMVSS compliance. Type approval is not required, but a "self-certification" process requires manufacturers to certify their vehicles or equipment to demonstrate FMVSS compliance.
