Regulation (EU) 1008/2010 published by the European Parliament and the Council regulates the following principles:

  • Type-approval requirements for windshield wiper and washer systems of certain motor vehicles
  • Requirements for the regulation (EC) 661/2009 regarding type-approval requirements for the general safety of motor vehicles, their trailers and systems, their components and therefore the individual technical units intended

For the purposes of this regulation, the expression vehicle type by windshield wiper and washer refers to the characteristics of the wiper and washer system or the shape, size and features of the windshield, and its assembly. The term windshield washer type refers to a group of windshield washer systems that do not differ in essential aspects such as pump performance, materials used, storage capacity, number of nozzles, dimensions, wall thickness or shape of the washer system. The expression windshield wiper system, on the other hand, refers to the system consisting of a device for wiping the outer surface of the windshield, and the accessories and controls necessary for starting and stopping the device. The term wiper area refers to the areas on the windscreen that are wiped by the wiper blades when the wiper system is operating under normal conditions.

The manufacturer or its representative must submit a vehicle's type approval application for windshield wiper and washing systems to the relevant institution. The application is prepared in accordance with the information document model specified in the regulation annex. If the relevant requirements in this regulation are met, the approval authority issues the type-approval and issues a type-approval number in accordance with the numbering system specified in the annex to the directive (EC) 2007/46. A Member State cannot assign the same number to another vehicle type.

There are essentially three main types of wiper blades: conventional, flat and hybrid. If a vehicle is built with conventional windshield wipers, it can be replaced with flat or hybrid wipers for a performance and visual upgrade.
