This standard covers essential safety equipment, including lights, reflectors, mirrors, windshields, windshield wipers, parking brakes and seat belts in motor vehicles with a maximum speed of 20 to 25 mph. The purpose of this standard is to ensure that low speed vehicles operating on public streets, roads and highways are equipped with a minimum of motor vehicle equipment suitable for motor vehicle safety.
Each vehicle must meet the performance limit under the following test conditions.
Test weight for maximum speed is unladen vehicle weight plus 78 kg (170 pounds) mass including driver and tools. No adjustment, repair or replacement of any component is allowed after the start of the initial performance test.
The cold inflation pressure is not more than the maximum allowable pressure molded into the tire sidewall. The vehicle completes the manufacturer's recommended break-in schedule as a minimum requirement before starting performance tests. All vehicle openings (doors, windows, hood, trunk, sunroof, cargo doors, etc.) are closed except for instrumentation purposes.
Prior to starting performance tests, the propulsion batteries are in the state of charge recommended by the manufacturer, or at no less than 95 percent charge unless the manufacturer makes any recommendations. Further charging of any propulsion battery is not permitted.
