49 CFR 565 Vehicle Identification Number (VIN) Requirements Test

This section specifies the format, content, and physical requirements for a vehicle identification number (VIN) system and installation to simplify the acquisition of vehicle identification information and increase the accuracy and effectiveness of vehicle recall campaigns.

This section applies to passenger cars, multi-purpose passenger cars, trucks, buses, trailers (including trailer kits), unfinished vehicles, low-speed vehicles and motorcycles.

A check digit will be part of each VIN. The control number will appear in the ninth position of the VIN on any transfer document containing the VIN drawn up by the manufacturer to be issued to the original owner on the vehicle and for purposes other than resale.

Each vehicle's VIN must appear clearly and indelibly on a part of the vehicle other than glass that is not intended for removal other than repair, or on a separate plate or label permanently affixed to such part.

For passenger cars, multi-purpose passenger cars, low speed vehicles and trucks with a GVWR of 4536 kg or less, the VIN will be located inside the passenger compartment. The eye spot must be able to be read from the vehicle's window in daylight without moving any part of the vehicle, by an observer (Snellen) with 20/20 vision outside the vehicle, adjacent to the left windshield pillar.
