Developed by the American Society for Testing and Materials (ASTM), the ASTM F963 standard deals with hazards that are not easily noticed by humans and that would arise under normal use for a toy or after reasonably foreseeable abuse. However, this standard does not cover all kinds of hazards to the use of a toy.
In addition, the ASTM F963 standard does not include product performance or quality, other than those related to safety. Labeling requirements that indicate the functional hazards and age range for which the toy is intended are important. However, this standard has no requirements for those aspects of a toy that present an inherent and accepted hazard as part of the toy's function. The full name of the standard in question is: ASTM F963-17 Standard consumer safety specification for toy safety.
The ASTM F963 standard contains requirements and test methods for toys intended for use by children under 14 years of age. This specification has different age limits for various requirements. These limits include the nature of the hazards and a child's expected mental or physical ability to deal with hazards, or both.
A few toys not covered by this standard are: bicycles, non-electric scooters, pointed darts, playground equipment, kites, sports equipment, camping gear, musical instruments, children's products and furniture, and motorized models of aircraft, rockets, boats and land vehicles.

Third-party testing and certification is required primarily for toys designed for children aged 12 and under. These tests are carried out in advanced laboratories to determine the applicable requirements for these toys and to prove that they comply with the relevant standard.
