This standard measures the volatile organic compound (VOC) content of solvent-based and water-based paints and related coatings determined from the amount of material released from a sample under specified baking conditions and by removing any exempt volatile compounds and water.

VOC content is used to compare the amount of VOC released from different coatings used for the same application, ie to cover the same area with the same dry film thickness (assuming the same application efficiency). Expressing the VOC content as a function of the volume of the coating solids alone gives a linear measure of the difference in VOC released from different coatings used for the same application.

This application provides a guide for the selection of appropriate ASTM test methods for determining VOC content. Certain organic compounds that can be released under the specified baking conditions are not classified as VOCs as they do not participate in atmospheric photochemical reactions. Such photochemically non-reactive compounds are referred to in this application as exempt volatile compounds.
