The ASTM F963 specification deals with potential hazards that may not be readily recognizable to the public and that may be encountered for a toy in normal use or after reasonably foreseeable misuse. It does not claim to cover every imaginable hazard associated with a particular toy.

This specification does not cover product performance or quality except for safety considerations. Other than labeling requirements that indicate the functional hazards and age range for the toy, this specification has no requirements for aspects of a toy that present an inherent and recognized hazard as part of the toy's function.

ASTM F963 covers toys for children under the age of 14, including plush toys, balls, games, dolls and action figures, baby and preschool toys, battery operated toys, ride-on toys, throw toys, and more. The standard includes requirements and test methods regarding small parts, sharp points and sharp edges, chemical and material safety, ingestion, jamming, battery overheating, use and abuse, and other potential hazards.

Its purpose is to reduce the possible safety hazards of toys. Indeed, one of the distinguishing features of the F963 standard is that it continues to be at the forefront of identifying and effectively addressing potential emerging security issues and leads the world in this regard.

On the other hand, while a riding toy may have inherent hazards associated with its use (eg falling on pavement), potential hazards associated with its construction (sharp edges, exposed mechanisms, etc.) will be minimized by the application of this specification.

This specification covers requirements and includes test methods for toys intended for use by children under 14 years of age. This specification will have different age limits for various requirements. These limits reflect the nature of the hazards and a child's expected mental or physical ability to deal with hazards, or both.
