Starters must be designed and manufactured in such a way that they do not pose a hazard to the user or the environment in normal use. Compliance is checked by performing all the tests specified in general.

If any failure occurs during a test, that test and any previous tests that may have affected the results of that test are then repeated on the five starters, all in accordance with the repeated tests.

Housings for replaceable starters must provide protection against electric shocks. Protection may be provided by an insulating enclosure, a suitable non-metallic lining, or other means that prevent accidental contact between live parts and the enclosure.

The starter must withstand a torque of 0,6 Nm around the axis and be applied at the top of the box, keeping the pins in a stable support. Torque should not be applied suddenly, but should be gradually increased from zero to the specified value.

A glow starter is an electronic device used to start a fluorescent lamp. Typically used with older types of fluorescent lamps without built-in starters. The glow initiator supplies the lamp with a high voltage pulse that ionizes the gas in the tube and powers the lamp.
