The stroboscopic effects discussed in this standard are limited to an objective assessment by a human observer of the apparent stroboscopic effects of transient light modulation of lighting equipment in general indoor applications, with typical indoor light levels and moderate motions of an observer.

Other measurements and methods may be required to assess undesirable stroboscopic effects in other applications, such as the false detection of rapidly rotating or moving machinery in an industrial environment.

The purpose of this standard is to establish a common and objective reference for evaluating the performance of lighting equipment in terms of stroboscopic effect. Temporary changes in the color of light (chromatic effects) are not taken into account in this test. This document describes the SVM methodology and defines no limits.

The method described in this standard can be applied to objectively evaluate the stroboscopic effect of lighting equipment from any source, AC mains, DC mains, battery powered or powered by an external dimmer.
