IEC EN 62560 specifies safety and interchangeability requirements, along with test methods and conditions necessary to demonstrate the suitability of LED lamps with integrated means for stable operation (self-ballasted LED lamps), designed for domestic and similar general lighting purposes.
There will be and already exist in the market LED products that replace existing lamps, either incandescent or self-ballasted fluorescent lamps with retrofit mains voltage, or tungsten halogen lamps below 50 V.
The current standard deals with the supply voltage range > 50 V to 250 V. This may be followed in due course by a safety standard recommendation for LED lamps with voltages ≤ 50 V.
Consequently, future work will include performance standards for all types of LED lamps, including minimum photometric requirements for type testing. Due to the urgent need to establish this standard, it will be an independent standard for the time being, without excluding future repositioning as part of IEC EN 60968 for self-ballasted lamps.
Self-ballasted LED lamps are non-repairable, factory sealed units. Normally they should not be opened for any test. In case of doubt based on the inspection of the lamp and the examination of the circuit diagram, and in agreement with the manufacturer or the responsible seller, the output terminals should be short-circuited or specially prepared lamps should be used in agreement with the manufacturer.
Generally, all tests are performed on each type of lamp or, in the case of similar lamps, for each watt in the range or a representative selection from the range as agreed with the manufacturer. Insulation resistance and electrical power will be sufficient between the live parts of the lamp and the accessible parts of the lamp.
