Most installations are part of a TN system or a TT system, and in both types of installation all exposed conductive parts of an installation's electrical equipment must be connected to the main earth terminal via circuit protective conductors. The earth fault loop impedance must be low enough for the protective device (fuse, circuit breaker, RCD) to operate for the required time in the event of an earth fault.
