This standard does not cover testing of liquids and gases, but they are specified and used as the impregnation or surrounding medium for the solid insulation materials tested. Methods for determining breakdown voltages across surfaces of solid insulating materials are included.

Electrical strength test results obtained according to this standard are useful for detecting changes or deviations from normal properties resulting from processing variables, aging conditions, or other manufacturing or environmental conditions. However, they are not intended to be used to evaluate the behavior of insulating materials in a real application.

The results given by the different methods are not directly comparable, but each can provide information about the relative electric forces of the materials. The electrical strength of most materials decreases as the thickness of the sample between the electrodes increases and the voltage application time increases.
