This standard recommends that the selected withstand voltages be related to the highest voltage for the equipment. This association is for insulation coordination purposes only. Requirements for human safety are not covered by this standard. Although the principles of this standard also apply to transmission line insulation, the values ​​of the withstand voltages may differ from the standard rated withstand voltages. Device committees are responsible for determining the declared withstand voltages and test procedures appropriate to the equipment concerned, taking into account the recommendations of this standard.

Determination of coordination withstand voltages consists of determining the lowest values ​​of the withstand voltages of the insulation that meet the performance criterion when exposed to representative overvoltages under service conditions.

The coordination withstand voltages of the insulation are the representative overvoltages of the relevant class and their values ​​are obtained by multiplying the values ​​of the representative overvoltages by a coordination factor. The value of the coordination factor depends on the accuracy of the evaluation of representative overvoltages and on the empirical or statistical evaluation of the distribution of overvoltages and insulation properties.

Coordination withstand stresses can be determined as conventional assumed withstand stresses or as statistical withstand stresses. This affects the determination procedure and the values ​​of the coordination factor.
