This section 2-7 applies to toy transformers and power supplies containing toy transformers and electronic circuits. This Section 2-7 does not apply to external circuits and their components intended to be connected to the primary terminals, secondary terminals or bases of transformers and power supplies.

Even after removing covers that can be removed using a tool, access to live parts of the primary circuit or metal parts separated from hazardous live parts only by basic insulation should not be possible.

The no-load secondary voltage must not exceed a smoothed 33 V AC or 46 V DC. For toy transformers, this limitation of the secondary voltage applies even if the secondary windings not intended for interconnection are connected in series.

The difference between the no-load secondary voltages and the load secondary voltages should not be excessive. The transformers must be short-circuit proof transformers or, in case of failure, non-hazardous transformers. Short-circuit resistant transformers must withstand the overloads likely to occur in normal use. They should not be equipped with an internal fused circuit breaker.

The primary circuit of the transformer with a short-circuit current exceeding 20 A must be connected to the rated primary voltage in cold condition (ie as received and at normal ambient room temperature) and each secondary circuit or winding must be short-circuited.

Transformers shall be short-circuit protected or fail-safe. Short-circuit proof transformers will withstand the overloads that can occur during normal use. They should not include insurance.
