They are used to detect the presence or absence of operating voltage in ac electrical systems for voltages from 1 kV to 52 kV and frequencies from 16 2/3 Hz to 60 Hz. This standard is also applicable to phase comparators designed for voltage sensing systems.
Capacitive voltage sensing systems have long been used in hermetically sealed gas-insulated switchgear, especially in the medium voltage range. Initially this technique was used only for information about voltage. This part of IEC EN 61243 is intended to have the same level of security for detecting the presence or absence of voltage as with conventional voltage detectors.
Equipment containing coupling electrodes must be made in accordance with their respective standards. With the coupling electrodes installed later, an additional routine test should be performed alongside a type test of the equipment and coupling electrode combination.
To protect operators against the presence of operating voltage at the interface or test point, it must be guaranteed that any insulation fault in the coupling dielectric will necessarily cause a permanent earth fault.
Transitions to moving parts such as doors require additional protection against rubbing or crushing. An unshielded jumper must be secured in such a way that its position and capacitance to ground or other lines do not change appreciably.
