EN IEC 63000 Technical Documents for the Evaluation of Electrical and Electronic Products for Restriction of Hazardous Substances

This standard guides technical documents for the evaluation of electrical and electronic equipment (EEE). The previous standard EN 50581:2012 was repealed on 18 November 2021. Conformity of the EEE to the harmonized standard will be deemed to demonstrate compliance with the requirements of the RoHS Directive.

The EU commission has launched a process to develop a harmonized standard to guide manufacturers on the way to correct technical documentation. The first harmonized standard was made available by the European Electrotechnical Standardization Committee (Cenelec) as EN 50581 on 21 September 2012.

Recently, Cenelec revised the current harmonized standard EN 50581, leading to the adoption of the EN IEC 63000 standard, which specifies the specifications for the technical documentation required to evaluate materials, components and electrical and electronic equipment against constraints.

The new EN IEC 63000:2018 standard is based on the existing international standard IEC 50581:2012, itself based on the harmonized standard EN 63000:2016.

EN IEC 63000 is almost identical to EN 50581 when determining the required technical documentation requirements. However, the specific wording of the EU RoHS Directive has been removed: it aims to address different substance regulations worldwide while providing the same approach from manufacturers everywhere. EN 50581:2012 normative references have been updated in EN IEC 63000 to reflect the latest international development of analytical test methods and material declaration. Implementation of the standard enables the evaluation of electrical and electronic equipment regarding the restriction of hazardous substances and therefore increases confidence in electronic and electrical equipment (EEE) manufacturers.

Since the later EN IEC 63000:2018 standard replaces EN 50581:2012 as the harmonized standard, the reference to the EN 50581:2012 standard from the Official Journal of the European Union needs to be withdrawn. In order to give manufacturers sufficient time to adapt their products to the new standard, commission implementation decision (EU) 15/2020 of 2020 May 659 stipulates that the harmonized standard EN 50581:2012 will be withdrawn from 18 November 2021.

Considering that the withdrawal date of the current harmonized standard EN 50581:2012 is coming soon and many products on the market refer to it in their Declaration of Conformity, manufacturers need to update their processes that reference EN IEC 63000:2018 for proof.
