This part of IEC 60060 applies to:

The test procedures applicable to certain types of test objects, such as the test voltage, the polarity to be used, the preferred sequence if both polarities are to be used, the number of applications and the interval between applications, should be specified by the relevant person.

During a test, the test object should be accustomed as much as possible to the ambient atmospheric conditions of the test area. The time taken to reach equilibrium should be recorded.

The disruptive discharge characteristics of an externally insulated test object can be affected by its overall arrangement (for example, proximity effects such as distance from other live or grounded structures in the air, height above ground level, and layout of the high voltage cable).
