It also specifies the method a manufacturer must use to demonstrate compliance with the requirements of this standard.

It also specifies the method a manufacturer must use to demonstrate compliance with the requirements of this standard based on the overall evaluation of production in conjunction with test records on finished products. This method can also be applied for certification purposes. Details of a batch testing procedure that can be used to make a limited assessment of batches are also provided in this standard.

Lamps must be designed and manufactured in such a way that, in normal use, they do not pose a hazard to the user or the environment. Compliance is checked by performing all the tests specified in general.

Batch testing requirements are included to enable evaluation of batches presumed to contain unsafe lamps. Because some safety requirements cannot be checked by batch testing and there is no prior knowledge of the manufacturer's quality, batch testing cannot be used for certification purposes or at all for batch approval. Once a batch is found to be acceptable, a testing organization can only conclude that there is no reason to reject the batch for security reasons.

For certification purposes, the manufacturer must declare a list of the marks of origin and corresponding lamp families, groups or types manufactured in a designated factory group covered by this standard. The certificate must be obtained to cover all lamps made by the manufacturer and listed as such. Notification of additions and subtractions can be made at any time.

All production evaluation requires that a manufacturer's quality control procedures meet accepted quality system requirements for final inspection. Within the framework of a quality system based on in-process inspection and tests, the manufacturer may comply with some of the requirements of this standard through in-process inspection instead of finished product testing.

Lamps to be tested should be selected according to a mutually agreed method to ensure proper display. The selection will be made at random over as much as possible one-third of the total number of containers in the lot, with a minimum of 10 containers. To avoid the risk of accidental breakage, a certain number of lamps must be selected in addition to the test amount. These lamps shall be replaced with test quantities only if necessary to supplement the lamp quantities required for the tests.
