IEC 61000-4-28 establishes a reference for evaluating the immunity of electrical and electronic equipment when subjected to changes in power frequency. Only conducted phenomena are considered, including immunity tests for equipment connected to public and industrial networks.

The purpose of this standard is to establish a reference for evaluating the immunity of electrical and electronic equipment when subjected to changes in power frequency. This standard applies to electrical and electronic equipment connected to a 16 Hz or 50 Hz distributed network with a rated line current up to 60 A per phase.

In general, electrical and electronic equipment is not affected by small changes in power frequency. Tests according to this standard should be limited to products that are judged to be sensitive to power frequency variations due to design, environment or failure consequences. The immunity test levels required for a particular electromagnetic environment, together with the performance criteria, are specified in the product, product family or generic standards, as applicable.
