IEC 61109 applies to composite suspension/strain insulators consisting of a load-bearing cylindrical insulating solid core composed of fibers (usually glass) in a resin-based matrix, a casing made of polymeric material (outside the insulating core), and end connections. It is permanently attached to the insulation core.

The composite insulators covered by this standard are designed for use as suspension/strain line insulators, but it should be noted that these insulators may occasionally be subject to compression or bending when used, for example, as phase separators.
This standard is partially applicable to hybrid composite insulators, where the core is made of a homogeneous material (porcelain, resin).
