For a given current path through the human body, the hazard to persons mainly depends on the magnitude and duration of the current flow. However, the time/current ranges specified in the following clauses cannot, in most cases, be directly applied in practice for designing electrical shock protection measures.

The required criterion is the acceptable limit of the touch voltage as a function of time (i.e. the product of the current through the body, called the touch current and the body impedance). The relationship between current and voltage is not linear because the impedance of the human body changes with the touch voltage and therefore data on this relationship are required. Different parts of the human body (such as skin, blood, muscles, other tissues, and joints) present a certain impedance, which consists of resistive and capacitive components to electric current.

Values ​​of body impedance depend on a number of factors, particularly current path, touch voltage, duration of current flow, frequency, degree of skin moisture, contact surface area, applied pressure and temperature.

The impedance values ​​specified in this standard are mainly due to close examination of experimental results from measurements made on corpses and certain living persons.

Accidents related to direct current occur much less frequently than would be expected from the number of DC applications, and fatal electrical accidents only occur under very unfavorable conditions, for example in mines. This is partly because parts engaged with direct current are less difficult to release, and the threshold for ventricular fibrillation is significantly higher than for alternating current at shock times longer than the cardiac cycle.
