IEC EN 62471-3 Test for Photobiological Safety of Lamps and Lamp Systems

Describes possible adverse events that may occur with the use of IPL devices and recommends measures to avoid them. IEC EN 62471-3 sets out the recommended control measures for the safety of IPL treatment recipients, staff, service, caregivers and others. The engineering controls that form part of the IPL equipment or installation are also briefly described to provide an understanding of the general protection principles.

The purpose of this report is to provide information that helps protect individuals from hazardous exposure to optical radiation and other related hazards, by providing guidance on how to establish safety precautions and procedures.

Generally, the owner or responsible person of the facility where IPLs are used is considered responsible for all safety-related decisions. The owner or operator of the facility may appoint another competent or knowledgeable person to deal with security issues on behalf of the owner or operator of the facility. Therefore, the owner of the facility or the designated authorized person takes responsibility for the conditions necessary for the safe implementation of the IPL, called the responsible person. A clear distribution of responsibilities is recommended.

Purpura is a purple-red discoloration caused by rupture of small vessels. This can be an unacceptable side effect and can be the result of an inappropriate dose of IPL therapy. The effects are usually temporary.

The sensitivity of the skin to IPL radiation varies considerably depending on the location, the thickness of the skin, and bone and bony prominences. For example, non-face positions may require more conservative (lower) settings than facial positions.
