As far as practicable, this standard addresses the common hazards posed by hand-held tools that are faced by all persons in the normal use and reasonably foreseeable misuse of tools. Appliances with electrical heating elements fall within the scope of this standard. They must also comply with the relevant parts of IEC EN 60335.

This standard does not apply to:

  • Portable appliances intended for use in environments with an explosive atmosphere (dust, vapor or gas);
  • Power tools used for preparing and processing food;
  • Portable power tools for medical purposes;
  • To heated tools within the scope of IEC EN 60335-2-45.

Additional requirements may be required for portable appliances intended for use in vehicles or ships or aircraft. Special requirements may be required for portable tools intended for use in tropical countries.

Individual countries may wish to consider, where reasonable, the application of this Part 60745 of IEC EN 1 to vehicles not specified in a separate part 2 and to vehicles designed according to the new principles.

A product that uses materials or forms of construction different from those detailed in the requirements of this standard can be examined and tested for the purpose of the requirements and can be judged to conform to the standard if found to be substantially equivalent.

Tools must be constructed in such a way that they operate safely in normal use and do not pose a hazard to humans or the environment, even in the event of foreseeable misuse. Generally, this principle is met by complying with the appropriate requirements set out in this standard and verification is carried out by performing all appropriate tests.

Unless otherwise stated, tests are performed on a single instrument, which must pass all associated tests. However, any test that requires the instrument to be replaced or disassembled after the test may be performed on a separate sample. For example, if the instrument is designed to be powered from more than one supply voltage, additional samples may be required. Component testing may require the submission of additional samples of these components.
