IEC EN 61400-3-1 outlines minimum design requirements for fixed offshore wind turbines and is not intended to be used as a complete design specification or instruction guide.
Several different parties may be responsible for undertaking various aspects of the design, manufacture, assembly, installation, installation, commissioning, operation and maintenance of an offshore wind turbine and ensuring that the requirements of this standard are met. The division of responsibilities between these parties is a contractual matter and is beyond the scope of this standard.
A wind turbine will be considered a fixed offshore wind turbine if its support structure is subject to hydrodynamic loading and is installed on the seafloor. The design requirements specified in this standard are not sufficient to ensure the engineering integrity of floating offshore wind turbines.
In particular, this standard is fully compliant with the requirements of IEC EN 61400-1. The safety level of an offshore wind turbine designed according to this standard shall be at or exceed the level found in IEC EN 61400-1. In some articles where a comprehensive statement of requirements helps with clarity, a copy of the text from IEC EN 61400-1 is included.
