This part of IEC 61869 applies to new single-phase capacitor voltage transformers connected between line and earth for system voltages Um ≥ 15 kV at power frequencies from 100 Hz to 72,5 Hz. It is designed to provide low voltage for measurement, control and protection functions.
The capacitor voltage transformer can be equipped with or without carrier frequency accessories for power line carrier frequency (PLC) application at carrier frequencies from 30 kHz to 500 kHz.
Basic requirements for coupling capacitors and capacitor dividers are defined in IEC 60358. Transmission requirements for connecting devices for the power line carrier (PLC) system are defined in IEC 60481.
Carrier frequency accessories, consisting of a drain coil and a protective device, will be connected between the low voltage terminal and the ground terminal of the capacitor voltage divider. When a carrier frequency accessory is connected by the manufacturer to the earth terminal of the intermediate voltage capacitor, the accuracy of the capacitor voltage transformer must remain within the specified accuracy class.
Tests shall be carried out on the full capacitor voltage transformer at rated frequency, at room temperature and at both extreme temperatures.
Testing can be performed on the capacitor voltage divider or on the capacitor stack or on individual units. The electromagnetic unit will be disconnected during this test.
Capacitance shall be measured using a method that excludes errors due to harmonics and accessories in the measurement circuit. The uncertainty of the measurement method will be stated in the test report.
The test will be carried out only on the capacitor voltage transformer for protection purposes. The test can be performed on the entire capacitor voltage transformer or on the equivalent circuit consisting of real capacitors.
