IEC EN 62052-21 Electricity Measuring Equipment (AC) - Standard Test for Tariff and Load Control Equipment

This standard does not give any requirements for structural details of tariff and load control equipment. Where tariff and load control functionality is integrated into multifunctional electrical measuring equipment, the relevant parts of this standard apply.

Tariff and load control equipment shall have an enclosure that can be sealed so that the interior of the equipment can only be accessed after the seal has been broken. The enclosure should be constructed and arranged in such a way that any non-permanent deformation cannot prevent satisfactory operation of the tariff and load control equipment. Unless otherwise specified, tariff and load control equipment whose casing is wholly or partly made of metal, intended to be connected to a supply network where the voltage under reference conditions exceeds 250 V with respect to earth, shall be equipped with a protective earth terminal.

The test result is satisfactory if the frame and terminal cover of the tariff and load control equipment are not damaged in a way that affects their function and the live parts are not touched. Slight damage that does not impair the protection against indirect contact or the ingress of solid objects, dust and water is acceptable.

If the cover is not transparent, one or more windows should be provided for reading the display and observing any operating indicators. These windows will be of transparent material that cannot be removed without breaking the seals.

Terminal, tariff and load control equipment must be constructed to comply with the insulation requirements and gap and leakage distances in this standard during any deformation caused by rated operating conditions.

The way the conductors are fixed to the terminals must ensure adequate and durable contact so that there is no risk of loosening or overheating. Screw connections that transmit the contact force and screw fastenings that can be loosened and tightened several times during the life of the tariff and load control equipment should be screwed into a metal nut.
