The scope includes geotechnical evaluation of soil for generic or site-specific purposes. The strength of any flange and connection system (including connection to the deflection bearing) attached to the rotor nacelle is designed and documented in accordance with this standard or IEC EN 61400-1. Coverage includes all lifecycle issues that may affect structural integrity, such as installation and maintenance.

This standard has been developed for the design of onshore wind turbine towers and foundations, which will build on and complement the design criteria IEC EN 61400-1 and provide a complete set of technical requirements for structural and geotechnical design. The requirements also apply to wind turbines within the scope of IEC EN 61400-2. Following the proposed work, it is envisaged that another chapter will be developed for the design of offshore support structures, thus completing IEC EN 61400-3-1.

There are regional variations in civil engineering practices associated with the scope of the standard. The purpose of this standard is not to contradict these practices, but specifically to support them to ensure that all important features of typical wind turbine towers and foundations are taken into account fully and accurately. For this purpose, the relevant parts of the existing standards for the design of steel and concrete structures and geotechnical design for the participating countries and regions have been determined.

This standard will include the evaluation and calibration of partial safety factors for material strengths to be used in conjunction with the safety elements in IEC EN 61400-1 and IEC EN 61400-2 for verification of loads and static balance.
