IEC EN 62052-31 specifies product safety requirements for equipment for electrical energy measurement and control. It applies to newly manufactured measuring equipment, designed to measure and control electrical energy in 600 Hz or 50 Hz networks with voltages up to 60 V, where all functional elements, including add-on modules, form a closed or single structure. It also applies to measuring equipment that includes supply and load control switches, but only to those that operate electromechanically and are applicable to auxiliary input and output circuits.

When such equipment is designed to be installed in a specific compatible socket, the requirements apply to equipment plugged into the specified compatible socket and tests are performed on that equipment. However, the requirements for sockets and plugging/unplugging meters are beyond the scope of this standard.

This standard distinguishes between:

  • Electromechanical meters, static meters and equipment for tariff and load control;
  • Counters with direct connection, current transformer, voltage and current transformer;
  • Protective class I and protective class II equipment;
  • Wall- or cabinet-mounted, rack-mounted, and panel-mounted equipment;
  • Equipment designed for indoor use and outdoor use.

Elements that determine environmental conditions can occur in any severity in combination with other elements and their own intensities. The assumption that each element can occur with the highest severity will lead to unnecessary overdesign and cost. Therefore, the specifications of the products to operate in such extreme environmental conditions are a matter of negotiation between the manufacturer and the buyer.

The security requirements of this standard are based on the following assumptions:

  • The measuring equipment is installed correctly;
  • Measuring equipment is often used by unskilled persons, including meter readers and electrical energy consumers. In many cases, it is installed so that it is freely accessible. The terminal covers cannot be removed and the casing cannot be opened without removing the gaskets and using tools;
  • During normal use, all terminal covers, covers and barriers that protect against access to hazardous live parts are in place;
  • For installation, configuration, maintenance and repair it may be necessary to remove the terminal cover(s), (part of) the enclosure, or barriers so that dangerous parts under voltage can be accessed. Such activities are carried out by suitably trained qualified personnel who are aware of the working procedures necessary to ensure safety. Therefore, safety requirements covering these conditions are beyond the Scope of this standard.
