It gives the characteristics and associated measurement methods to be determined for loudspeakers using sinusoidal or certain noise or pulsed signals.
The term "speaker" as used in this standard relates to loudspeaker systems themselves, as well as one or more loudspeaker driver units equipped with a baffle, enclosure or horn, and associated devices such as built-in cross filters.
If equivalent results can be obtained using other measurement methods, details of the methods used should be included with the results.

Normal measurement conditions are defined in this standard for convenience in determining how the loudspeakers are set up for measurement. To obtain the correct measurement conditions, some values (known as “nominal conditions”) must be taken from the manufacturer's specifications. These values themselves are not subject to measurement, but form the basis for measuring other properties.
The sinusoidal test signal must not exceed the rated sinusoidal voltage at any frequency. The voltage at the input terminals of the speaker under test should be kept constant for all frequencies unless otherwise specified.
A true rms voltmeter with a time constant that is at least as long as the "slow" constant of the sound level meter specified in IEC 60651 should be used to measure the amplitude of the signal.
