IEC EN 61400-12-5 specifies procedures for assessing the significance of obstacles and terrain changes at a proposed power performance measurement site.
The purpose of this section of IEC EN 61400 is to explain the procedures for determining a measurement sector for a given wind turbine that is unaffected by turbines or other obstructions. The measurement sector is used to evaluate the terrain and determine if a field calibration is required. This measurement sector can be used to evaluate wind turbine power performance.
The creation of this new standard was mandated by the restriction that no technical changes are allowed in content copied from source documents (IEC EN 61400-12-1 and IEC EN 61400-12-2). Therefore, in this first edition of the new standard IEC EN 61400-12-5, there are some obvious areas of technical disagreement where a choice must be made depending on the intended use case.
The tested wind turbine and WME will not be affected by neighboring operating wind turbines. If a neighboring wind turbine is operated at any time during the power performance test, the trail of permission should be determined and accounted for as described in this standard.
