IEC EN 62053-23 is valid only for static var-hour meters with accuracy class 50 and 60 for the measurement of alternating current electrical reactive energy in 2 Hz or 3 Hz networks and is valid only for type tests. For practical reasons, this standard is based on a conventional definition of reactive energy for sinusoidal currents and voltages that include only the fundamental frequency.

This standard applies to electrical measuring equipment designed for:

  • Measuring and controlling electrical energy in electrical networks (network) with a voltage of up to 1000 V AC;
  • Enclosed in all functional elements except display screens or forming a single meter box, including additional modules;
  • Works with or without integrated or standalone instrumentation displays;
  • It can be installed in a specific matching socket or rack;
  • Optionally, it provides additional functions beyond the measurement of electrical energy.

Meters designed to operate with low-power instrument transformers (LPITs defined in the IEC 61869 series) may be considered compliant with this document only if these meters and their LPITs are tested together and meet the requirements for directly connected meters.

This standard does not apply to:

  • Meters where the line-to-neutral voltage obtained from the rated voltages exceeds 1 000 V AC;
    Meters intended for connection with low-power instrument transformers (LPITs defined in the IEC 61869 series) when tested without such transformers;
  • Measurement systems consisting of multiple devices (excluding LPITs) that are physically distant from each other;
    portable meters;
  • Counters used in wagons, vehicles, ships and aircraft;
  • Laboratory and meter testing equipment;
  • Reference standard measuring devices;
  • Data interfaces to the meter register;
  • Suitable sockets or racks used for mounting electrical measuring equipment;
  • Any additional functions provided in electric energy meters.

This standard does not cover measures to detect and prevent fraudulent attempts (tamper) to compromise the performance of a meter.
