IEC EN 61009 applies to residual current-operated circuit breakers with integrated overcurrent protection, functionally independent of or functionally connected to the line voltage, for household and similar uses (hereinafter referred to as RCBOs) with rated voltages not exceeding 440 V ac.

These devices are designed to protect people against indirect contact with the exposed conductive parts of the installation connected to a suitable earth electrode, and to protect the wiring of buildings and similar applications against excessive currents. They can be used to protect against fire hazards due to a permanent earth fault current without the overcurrent protective device operating.

RCBOs with a rated residual operating current not exceeding 30 mA are also used as a means of additional protection in case of failure of the means of protection against electric shock.

This standard applies to devices that simultaneously perform the function of detecting the residual current, comparing its value with the residual operating value, and opening the protected circuit when the residual current exceeds this value, as well as performing the function.

Common-type circuit breakers are resistant to undesired trips, including when overvoltages (as a result of switching transients or induced by lightning) cause loading currents without jumping in the installation.

This standard also applies to circuit breakers obtained by the assembly of a circuit breaker and an adaptive residual current device. Mechanical assembly must be done by the manufacturer at the factory or on site. It also applies to circuit-breakers with more than one rated current, provided that the means for switching from one individual rated value to another are not accessible in normal service and the rated cannot be changed without the use of a tool.

The requirements of this standard apply to normal environmental conditions. Additional requirements may be required for RCBOs used in locations with severe environmental conditions.
