The purpose of this standard is to define certification requirements as well as to provide a technical reference for designers, manufacturers, buyers, operators, third party organizations and material suppliers.
This standard is intended to apply to rotor blades for all wind turbines. For rotor blades used in small wind turbines according to IEC EN 61400-2, the requirements in this document apply. At the time this standard was written, most blades were produced for horizontal axis wind turbines. The blades are mostly made of fiber-reinforced plastic. However, most of the principles given in this standard will apply to any rotor blade configuration, size and material.
An approach to the structural design process for the wing is introduced in general areas such as wing properties, aerodynamic design, material requirements and structural design. Also, to facilitate the efficient transfer of a blade design to the production environment, this document includes design requests for production.
The requirements for the structural design of the wind turbine blade have been developed to reward innovation, validation, quality and testing. Specifically, the designer would be able to demand lower partial safety factors based on, among other things, rigor in validating models and correlation with test results.
