Measurement methods are defined in terms that give reliable and reproducible results for each relevant parameter, regardless of the application of the method. This standard deals with measurement methods for on-site measurements.

The measurement of the parameters covered by this standard is limited to events conducted in power systems. The power quality parameters covered in this standard are; power frequency, magnitude of supply voltage, flicker, drops and rises in supply voltage, voltage interruptions, transient voltages, supply voltage imbalance, voltage harmonics and interharmonics, network signaling in supply voltage, fast voltage.

For each measured parameter, two classes are defined in this standard, A and S. Measurement methods and appropriate performance requirements for each class are included.

Class A includes, for example, dispute resolution, verification of compliance with standards, etc. It is used where precise measurements are required for contractual applications that may require Any measurement of a parameter is performed with two different instruments complying with Class A requirements, when the measurement is made the same signals will produce matching results within the specified uncertainty for that parameter.

Class S is used for statistical applications such as surveys or power quality assessment, possibly with a limited subset of parameters. Although it uses measuring ranges equivalent to Class A, Class S processing requirements are much lower. Some surveys can evaluate the power quality parameters of various measurement sites on a network; other studies evaluate power quality parameters at a single site or locations within a building or even within a single large piece of equipment over a period of time.
