IEC EN 62848-2 applies to Voltage Limiting Devices (VLDs) to be applied in DC systems to comply with the provisions for protection against electric shock from DC and combined AC–DC voltages, in accordance with the IEC EN 62128 series.
VLDs work to connect the track return circuit of DC rail systems to the earthing system or to conductive parts within the overhead contact line zone or current collection zone.
It is now common practice to incorporate electronic components or electronic subassemblies into electrotechnical components. While this standard does not apply to electronic equipment, the presence of electronic components does not justify excluding such electrotechnical components from the scope of this document.
This standard does not cover industrial electrotechnical components conforming to its own product standards. In order to ensure satisfactory operation of these components for rolling stock, this standard is used only to specify specific requirements for railway application.
For electrical equipment for rolling stock conforming to an appropriate international standard, including items of industrial equipment, this document and, where appropriate, the relevant equipment product standard for electrical equipment specifies these additional requirements only to ensure satisfactory operation on rolling stock.
The purpose of this standard is to harmonize, as far as possible, all general rules and requirements applicable to electrical equipment for rolling stock. This is to achieve uniformity of requirements and testing across the corresponding range of equipment to eliminate the need to test to different standards.
