(EC) 1272/2008 Regulation on Classification, Labeling and Packaging of Chemical Substances

Directive (EC) 1272/2008 published by the European Parliament and the Council contains principles for classification, labeling and packaging of substances and mixtures. This directive also amends and repeals directives 67/548/EEC and 1999/45/EC and amends regulation (EC) 1907/2006.

(EC) 1272/2008 Regulation on Classification, Labeling and Packaging of Chemical Substances

The purpose of directive (EC) 1272/2008 is to ensure a high level of protection of human health and the environment, as well as the free movement of substances, mixtures and articles referred to in this directive by:

  • To harmonize the classification criteria of substances and mixtures with the labeling and packaging rules for dangerous substances and mixtures
  • An obligation for manufacturers and importers to classify substances and mixtures placed on the market, for suppliers to label and package substances and mixtures placed on the market, and for manufacturers and importers to classify non-marketed substances that are subject to registration or notification under regulation 1907/2006 to ensure
  • Creating a list of substances with their harmonized classifications and labeling elements at European Union level
  • Establish a classification and labeling inventory consisting of all notifications, presentations and elements of harmonized classifications and labeling referred to in this directive.

This directive does not apply to:

  • Radioactive substances and mixtures within the scope of directive 96/29/Euratom, which sets the basic safety standards for the protection of the health of workers and the general public against the danger from ionizing radiation
  •  Substances and mixtures in transit or in temporary storage, free zone or free warehouse for re-export and subject to customs inspection provided that they are not subjected to any processing
  •  Non-isolated intermediates
  • Substances and mixtures for scientific research and development that are not placed on the market, provided that they are used under controlled conditions in accordance with workplace and environmental legislation.

For the purposes of directive (EC) 1272/2008,

  • The hazard class refers to the nature of the physical, health or environmental hazard.
  • The hazard category refers to the division of criteria indicating the severity of the hazard within each hazard class.
