The ISO 11930 standard, developed by the International Organization for Standardization (ISO), specifies a procedure for interpreting data generated by a protection efficacy test or a microbiological risk assessment, or both, when evaluating the overall antimicrobial protection of a cosmetic product.

It includes: A protection efficacy test and a procedure to evaluate the overall antimicrobial protection of a cosmetic product that is not considered low risk based on a risk assessment described in ISO 29621.

The protection efficacy test is a reference method for evaluating the protection of a cosmetic formulation. Applicable to cosmetic products on the market. This test is not applicable to cosmetic products determined to have a low microbiological risk according to ISO 29621. This test is primarily designed for water-soluble or water-miscible cosmetic products and can be used with modification to test products where water is the internal (discontinuous) phase.

This test can be used as a guide to establish a development method during the development cycle of cosmetic products. In this case, for example, the test can be modified or extended, or both, to allow for previous data and different variables (microbial strains, medium, incubation conditions, exposure time, etc.). Eligibility criteria can be adapted to specific targets. During the development phase of cosmetic products, other methods can be used to determine the protective efficacy of formulations, where relevant.

This standard is designed for use in the overall assessment of the antimicrobial protection of a cosmetic product. A product's antimicrobial protection can come from many sources:

  • chemical protection
  • Natural properties of the formulation
  • package design
  • Production process

This standard defines a series of steps that must be taken when evaluating the overall antimicrobial protection of a cosmetic product. Along with the evaluation criteria, this document also describes a reference method for shielding effectiveness testing (compulsion testing).

The test described in this document involves contacting the formulation with a calibrated inoculum for each test microorganism and then measuring the changes in microorganism count at specified time intervals at a specified time and temperature. Data generated by risk assessment or protection effectiveness testing, or both, are used to determine the level of antimicrobial protection required to minimize user risk.
