The ISO 17516 standard, developed by the International Standards Organization (ISO), applies to all cosmetics and helps interested parties in evaluating the microbiological quality of products. Microbiological testing is not required for products that are considered to be microbiologically low risk.
Every cosmetic manufacturer has a responsibility regarding the microbiological safety and quality of their products to ensure that their products are produced under hygienic conditions. Cosmetic products are not expected to be sterile.
However, they may not contain excessive amounts of microorganisms or certain microorganisms that have the potential to affect product quality or consumer safety. In addition, some cosmetic products considered to be of low microbiological risk may not need to undergo routine microbiological testing, and manufacturers may decide not to test to ensure products meet this standard.
The manufacturer should follow the Good Manufacturing Practices described in ISO 22716 and take the necessary measures to limit the entry of microorganisms from raw materials, processing and packaging. When necessary, microbiological tests can be performed using ISO 21148, ISO 21149, ISO 16212, ISO 18415, ISO 18416, ISO 21150, ISO 22717 and ISO 22718.
The purpose of this International Standard is to develop acceptable quantitative and qualitative limits for cosmetic finished products.
The test described in this document involves contacting the formulation with a calibrated inoculum for each test microorganism and then measuring the changes in microorganism count at specified time intervals at a specified time and temperature. Data generated by risk assessment or protection effectiveness testing, or both, are used to determine the level of antimicrobial protection required to minimize user risk.
