To approve a carriage under a special arrangement, the relevant Competent Authority shall be satisfied that the alternative provisions are sufficient to ensure that the overall level of security in carriage and in transit storage is at least equivalent to that which would be achieved when all applicable requirements are met.
The packaging material and structure are arranged in such a way as to ensure that the package security is sufficient to prevent the contents from spreading even in the event of an accident. As the amount of transported radioactivity increases, the regulated strength of the packaging increases accordingly.
