The USP 61 test is similar to the aerobic plate count analysis in that both tests determine whether a product is currently contaminated with bacteria or fungi.
Cosmetic and personal care products are not expected to be completely free from all microorganisms; however, especially in products around the eyes, it should be completely free from microbial pathogens with high virulence and the total number of microorganisms in the product should be low. Since there are no widely accepted standards for the number of microorganisms, there are some tentative rules that must be followed.
Product of not more than 100 colony forming units (CFU)/g or ml is considered acceptable for eye contour and baby products. For products not around the eyes, products of not more than 1000 CFU/g or ml are considered acceptable.
