Fencing is inherently dangerous in that it is a combat sport in which occasional (but often unintentional) gun-to-body contact takes place outside the protective zones. Protective clothing and equipment for fencers are designed to prevent injuries as much as possible or, in the worst cases, to reduce the severity of injuries, especially with the tip of the gun.
Broken blades pose a particular threat. The breaking conditions of the blades can cause high tip velocities and consequent high energy effects by the broken blade. Broken blades have been known to penetrate protective equipment with deadly consequences. No practical garment can withstand all the broken stabs of knives.
The concept of 'optimal protection level' is taken into account in this standard. The concept is that the specified level of protection should be as high as possible without creating unacceptable discomfort or impediment to fencing movements, where fencers would not use protective clothing.
