Regulation (EU) 2016/425 published by the European Parliament and the Council is about personal protective equipment and repeals the 89/686/EEC directive.

(EU) PPE Regulation No 2016/425 Tests

This regulation contains requirements for the design and production of personal protective equipment (PPE), which will be put on the market in order to protect the health and safety of users and to establish rules for the free movement of personal protective equipment in the market.

This regulation applies to personal protective equipment. However, it does not cover the following personal protective equipment:

  • Specially designed for use by the armed forces or in the maintenance of law and order
  • Designed to be used for self-defense other than PPE for sporting activities
  • Specially designed to protect against non-extreme atmospheric conditions and moisture and water during dishwashing.
  • Designed for use on seagoing vessels or aircraft subject to the relevant international agreements valid in the countries of the European Union.
  • Covered by regulation 22 of the United Nations Economic Commission for Europe for the approval of protective helmets and visors for motorcycle and moped drivers and passengers, for head, face or eye protection of users.

For the purposes of this directive, personal protective equipment (PPE) means:

  • Equipment designed and manufactured to be worn or held by a person to protect against one or more risks to a person's health or safety
  • Replaceable components for the equipment referred to above and required for its protective function
  • Attachment systems referred to above, not held or worn by a person, designed to attach this equipment to an external device or a reliable anchor point, not designed to be permanently fixed and not requiring pre-use fixation

According to this regulation, the notified body must carry out the necessary tests to verify the homogeneity of production and the conformity of the personal protective equipment to the type defined in the European Union type examination certificate and to the applicable essential health and safety requirements. Product checks are carried out at least once a year at random intervals determined by the notified body. The first product controls must be carried out within one year at the latest from the date of issue of the certificate.
