This standard does not cover testing of liquids and gases, but they are specified and used as the impregnation or surrounding medium for the solid insulation materials tested. Methods for determining breakdown voltages across surfaces of solid insulating materials are included.

According to the agreement between the manufacturer and the laboratory that will perform the test, the test is carried out with the appropriate electrode according to the method declared from the voltage increase methods specified in the standard.
The results given by the different methods are not directly comparable, but each can provide information about the relative electric forces of the materials. The electrical strength of most materials decreases as the thickness of the sample between the electrodes increases and the voltage application time increases.
The measured electrical power of most materials is significantly affected by the intensity and duration of surface discharges prior to failure. For designs with no partial discharge up to the test voltage, it is very important to know the non-discharge electrical power before it fails. However, the methods in this standard are generally not suitable for providing this information.
